Patria de Lancer Julnes earned her Ph.D. in public administration at Rutgers University. Her academic and professional expertise is in: performance measurement, accountability, innovation in government, corruption in government, and citizen-driven governance. She has consulted with government and nonprofit organizations in the United States and abroad to develop effective performance management systems that help to improve the outcome of their programs. She has served as managing editor of the International Review of Public Administration and has held numerous leadership roles in the American Society for Public Administration including serving on the national Council and as co-chair of the Center for Accountability and Performance.
